County Supervisors voted 3-1 this Tuesday denying Phillips 66’s appeal for an oil rail spur extension project. Because railroads are federally regulated, local governments have as much control over railway projects as you do getting your cat to respond to its name. The only way to derail plans (we couldn’t help ourselves) is by rejecting infrastructure permits. Considering the risks, many are glad the permit was denied.
